Main Purpose of Job

This position serves as the Washington County Department of Social Services, Assistant Director of Family Investment responsible for administering programs such as: Temporary Cash Assistance, Welfare Reform and Work Programs, Welfare Avoidance Grants, Supplemental Nutrition Assistance Program, community and long-term Medical Assistance, Emergency Assistance to Family and Children, Temporary Disability Assistance Program, and Public Assistance to Adults. This position is responsible for the planning, organizing, staffing, directing, controlling, and evaluating the Family Investment Division.

POSITION DUTIES

Administers Family Investment program; develops quantitative program goals, objectives, strategies, priorities and operating policy and procedure. Develops and administers program regulations and policies. Establishes related goals, standards and controls to meet objectives. Maximizes use of program resources to support program quality and innovation. Identifies and implements program partnerships. Trains and evaluates work of subordinates. Supervises Family Investment staff. Develops performance quality improvement measures and strategic planning for division and agency. Advises Director on all FIA policies and regulations. This position may manage the daily operations of the Agency in the Director's absence.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university.

Experience: Five years of administrative or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations or exercising responsibility for the development of policies or procedures.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the general required experience.

2. Experience in a human services program may be substituted on a year-for-year basis for the required four year if college education. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Two years experience with program development to include research, data analysis, fiscal management and performance evaluation.

Two years of experience administering public assistance programs including Temporary Cash Assistance, Medical Assistance, Supplemental Nutrition Assistance Program, Temporary Disability Assistance Program or Long-Term Care.
