Main Purpose of Job
This position will manage the Local Financial Reporting Office and Policy (OLFRP) in developing, collecting, reviewing, evaluating, editing, reporting and publishing local schools systems financial data.
POSITION DUTIES
Manages and provides technical assistance for LRFO, MOE, and NRC processes for collecting, reviewing and publishing local school systems’ financial data; reviews State and federal reports and surveys for accuracy and to ensure reporting requirements are met; initiates determinations on compliance and eligibility for MOE and NRC using policy, statute, and regulation; manages the Federal Funding Accountability and Transparency Act (FFATA) reporting process including data collection and ensuring accurate reporting in federal web-based collection systems; administers the Annual Financial Report and Grant Reporting System; coordinates with the Agency IT department for technical support, and provides training to MSDE and local school system staff on use of the web-based system; Updates and maintains manuals, instructions, and reporting instruments for financial data collection activities; communicate reporting processes to local school system staff; provide outreach as necessary.
MINIMUM QUALIFICATIONS
EDUCATION: A Bachelor’s Degree from an accredited college or university with coursework in Accounting Auditing or a related field.
EXPERIENCE: Seven years of professional experience with managing, designing, and developing financial data reporting procedures and related policies.

Experience directly related to the position may be substituted for the Bachelor’s Degree on a year for year basis up to four (4) years.

Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year for up to two years of the required experience.
SELECTIVE QUALIFICATIONS
One year of experience working with and managing Local School System Finance and Reporting.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of the principles of financial management, and supervision; knowledge of financial information reporting systems and Local School System financial reporting; knowledge of funding procedures for education programs; skill in scheduling and managing multiple tasks; skill in identifying problems and developing solutions; ability to respond to inquiries with timely, accurate and financially sound information; ability to effectively lead and work as a team member; ability to communicate effectively both orally and in writing.
LIMITATIONS ON SELECTION
Must be a Maryland State Department of Education Employee. Also proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
