Introduction

The Maryland Historical Trust (MHT) is the state agency dedicated to preserving and interpreting the legacy of Maryland’s past. Through research, conservation and education, the Maryland Historical Trust assists the people of Maryland in understanding their historical and cultural heritage. Part of the Maryland Department of Planning (MDP), the Maryland Historical Trust serves as Maryland’s State Historic Preservation Office (SHPO) pursuant to the National Historic Preservation Act of 1966.

MHT is seeking a Chief of the Office of Preservation Services (OPS), one of its five major programmatic and managerial units.  The Chief of OPS will have delegated authority as Deputy Director / Deputy State Historic Preservation Officer for programs within the unit, which include rehabilitation tax credits, Section 106 / project review and compliance; easements; capital grants and loans; and underwater archeology.  OPS currently has 16 staff members. The Chief will develop a total command of the Secretary of the Interior’s Standards and their application.

Main Purpose of Job

The Chief of Office of Preservation Services (OPS) assumes responsibility for all programs within the unit, establishing strategic goals, objectives, and priorities in support of the agency's mission and in collaboration with Maryland Historical Trust's (MHT) other senior staff.

The Chief will provide direction to staff of the unit in matters of policy, precedent, procedure, law, regulation and standards. In addition, this position will supervise particularly complex, precedent-setting or sensitive projects. The Chief will provide direct technical assistance to constituents on a range of issues as well as educational outreach to the public and to preservation professionals. The Chief is expected to sustain productive professional relationships within the field and with state and federal partners. Additionally, the Chief of OPS will be an excellent ambassador for MHT and for historic preservation in Maryland.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Program Planning and Integration – Leads development and implementation of goals for OPS programs; evaluates, plans, and directs OPS projects in accordance with identification, protection and enhancement needs of other programs at MHT; provides recommendations on, implements, and monitors annual OPS budget, identifying sources of non-general fund revenue necessary to support unit activities, staff training and equipment needs, etc.  

Staff Management - Consults with and provides specific direction to OPS staff in matters of policy, precedent, procedure, law, regulation, standards, and professional best practice; identifies appropriate interpretation of policy, regulation, or law; identifies deficiencies or inconsistencies in existing procedures and policies, given existing regulation and legislation; coordinates staff development and training.

Project Administration - Supervises, administers, and oversees particularly complex, precedent-setting or sensitive projects; anticipates and forecasts procedural road blocks in programs and projects and ensures that all options, alternatives, and technical solutions have been explored and considered in the decision-making process.

Public Outreach and Technical Assistance - Provides educational outreach to the general public through lectures and public speaking; provides professional training to MHT staff through field instruction and development of technical guidance; provides training to preservation professionals through field instruction, lectures, and on-line or printed material; provides technical assistance to program clients and users, including federal, state and local government agency officials, business entities, individuals, non-profit organizations, preservationists, developers and contractors, about federal and state preservation programs; sustains productive professional relationships within the field and with state and federal partners.

Program Monitoring and Evaluation - Evaluates, monitors and reports on program accomplishments and effectiveness in both day-to-day and long-term delivery of services; identifies strategies to correct deficiencies or inconsistencies in existing programs, determines best methods to implement the necessary changes and corrections, and directs and implements changes.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in historic preservation, architectural history, architecture, museum studies, archaeology, anthropology, public history, public administration, or related field.  

Experience: Five years of professional historic preservation experience. Three years of experience managing professional staff.

DESIRED OR PREFERRED QUALIFICATIONS

Our preferred candidate will have the following:      

Knowledge of, and experience with implementation of, state and federal law related to historic preservation and archeology.

Demonstrated experience in evaluating proposed projects and completed work for compliance with preservation and construction best practices and the Secretary of the Interior's Standards.

Expertise in technical issues regarding traditional building techniques, materials, and treatments.

Master's degree in historic preservation, architectural history, architecture, museum studies, archaeology, anthropology, public history, public administration, or related field.

The Chief of OPS should also have superior technical knowledge regarding traditional building techniques, materials, and treatments; excellent writing and speaking skills; a strong ability to connect with constituents, partners, colleagues, and staff, displaying persuasiveness and diplomacy; and an infectious appreciation for and commitment to historic preservation.  The successful candidate will be a creative thinker with a track record of problem solving and program administration.
