Main Purpose of Job

This position serves as the Deputy Health Officer, an executive level position responsible for managing all administrative and support units as well as assigned programs through subordinate staff in the Talbot County Health Department.  This position reports directly to the Health Officer and is responsible for overseeing all fiscal transactions for a budget of $7.5 million.  Divisions assigned to this position include Administration (all fiscal transactions, budget preparation and modifications, facility, inventory, clerical support), Information Technology, Medicaid Transportation, MCHIP and ACCU programs.  Job duties include:  Developing contracts, developing and maintaining state and department polices, oversight of performance management program, supervising performance of assigned programs through subordinate supervisors in order to ensure compliance with funding requirements and satisfactory rating in programs; assisting program managers in preparing budgets, instructing employees in MDH & TCHD policies and procedures, applicable State and Federal laws, ethical and professional conduct, and current and future trends in health care systems; assisting the Health Officer in development of operational plans and policy; and, representing the Health Department in a liaison capacity with officials of other agencies in an effort to enhance the health and well being of the citizens of Talbot County.

MINIMUM QUALIFICATIONS

Qualified candidate must possess a Bachelor’s Degree from an accredited college or university and five years of professional experience in health services administration OR four years public health administrative experience.   Three years of administrative experience must have included responsibility for budget management, fiscal planning, grants management or closely related area; and two years must have involved supervision of professional staff. 

A related Master’s Degree will substitute for two years of general health services/public health experience. 

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
