Main Purpose of Job

The main purpose of this position is to oversee program operations, communications with external stakeholders, development of program materials, and coordination of practice transformation activities for the implementation of the Maryland Primary Care Program (MDPCP), which impacts the operations and payment of services throughout primary care in the State.

The position is responsible for developing and implementing a state-wide recruiting and communications strategy for the MDPCP, targeting potential Practices and Care Transformation Organizations (CTOs), and managing all recruitment and onboarding activities of potential program participants.

The position will also oversee staff and consultants (as applicable) providing on-site technical assistance to program participants to transform care delivery. This will include the hiring, onboarding, training and direct supervision, management and leadership of a team of several SPP positions and interns. This position is located within the Program Management Office of the Office of the Secretary.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university and 6 years of professional experience in the health care field, including 3 years of supervisory or managerial experience.

Desired candidates should possess:

  • Knowledge about health care transformation, value based payment, primary care, health and hospital systems and trends in the delivery of health care.
  • Familiarity with the landscape of providers in Maryland, including primary care practices, hospitals and Accountable Care Organizations.
  • Background in directly working with the provider community in a consulting or employee relationship providing expertise on practice transformation, quality measurement, data analysis, program operations, compliance and federal health care programs.
  • Content experience with project management for complicated health care operations.
  • Familiarity with Maryland's Total Cost of Care Model.
