Main Purpose of Job

This position serves as the Director for the Baltimore County Office of Child Support within the Department of Human Services and is responsible for planning, developing and directing the activities and services, policies, procedures and legal mandates for the Office of Child Support. The incumbent in this position manages, coordinates and assesses the work of staff engaged in providing an effective and efficient child support delivery system, locating non-custodial parents, establishing paternity and child support obligations, enforcing and modifying the child support orders, and collecting and distributing child support payments; establishes and provides community outreach; acts as the appointing authority with responsibility for recruitment, retention, discipline, and evaluation of personnel and also facilities management and lease, security, parking, and maintenance services; administers contracts with private and public sectors and oversees all financial aspects of the office to include the collection and distribution of tens of millions of dollars in child support collections, annual budget and child support reinvestments funds. The Director in this position ensures that the agency achieves optimum results in accordance with the federally mandated performance measures of paternity establishment, court order establishment, cases paying on arrears and current collections.

POSITION DUTIES

Directs, develops, organizes, and implements action plans; establishes, implements, evaluates and updates short and long range work plans; establishes program direction, analyzes information, identifies trends, and assesses political environment; develops best practices, pilot initiatives and new opportunities to advance Child Support Administration strategic agenda; seeks improvements to reduce waste, increases productivity and services to meet customer needs; serves as a member of the Administration's Executive Leadership team; provides financial oversight of accounting operations, child support collection and distribution, operating budgets, reinvestment funds, and procurement; conducts audits to determine financial integrity; directs preparation and administration of the budget and monitors activities to ensure expenditure and appropriate guidelines for resource allocation/utilization. Maintains intra/inter-governmental and public relations; reports and testifies before the County Council, County Executive, State Legislature, and advisory boards; acts as spokesperson for media relations; represents the department on local, state and federal workgroups, task forces, and advisory boards; directs the assessment, development and delivery of professional training on variations of State policies; coordinates service delivery area with community organizations, schools, hospitals, prisons, fairs, etc.; develops service requirements with the Health Department, Social Services, Housing, Motor Vehicle Administration, Workforce Development Boards, Vital Records, Department of Labor, Licensing and Regulations, Internal Revenue Service, Treasury, and Administrative Hearings; partners with the Local Department of Social Services to develop employment programs to provide job readiness and employment services to unemployed non-custodial parents; integrates child support services with county-administered programs; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Eight (8) years of experience in administrative, professional or technical work. Three years of the required experience must have involved the supervision of other employees or exercising responsibility for program development in a child support program.

Notes:

1. Additional experience in administrative, professional or technical work may be substituted on a year-for-year basis for the required general education.


2. Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  1. Three years of executive/management experience with the Title IV-D Federal Child Support Program at the state and/or local levels.
  2. Experience with Microsoft Word, Excel, Access, PowerPoint, Child Support Enforcement System Client Automated Resource and Eligibility System, and Maryland Automated Benefits System.
