Main Purpose of Job

This position is responsible for the direct management of administrative functions under the Deputy Secretary for Operations to include finance and property. In addition, the position provides management oversight for the Regional Finance Offices. Assists with the oversight of technology, food service and lease and real estate management. This position provides oversight and guidance to Wardens to ensure that institutions are meeting the mission and vision of the Department, in terms of financial operations. Responsible for the development and implementation of initiatives, projects and programs to ensure that the Office of the Deputy Secretary of Operations is in compliance with finance and administrative procedures and regulations.

POSITION DUTIES

Some of the duties for this position include:

Manages the Deputy Secretary of Operations' financial services serving as liaison to Wardens and fiscal staff.  Implements processes and procedures to assure that expenditures are within budget appropriations, monitors monthly projections, overtime and routine reports.  Reviews and assists in the preparation of budget requests including justification to support requests and analyzes resource allocations for a budget of over $790 million.  In addition, provides oversight, guidance and indirect supervision for the Finance Offices.

Manages the Deputy Secretary of Operations' administrative functions including budget, information and technology support, logistical support (supplies, materials, building issues, vehicles, telecommunications, etc.)

Coordinates the development and analysis of management reports, communicates with managers and provides final submissions of funding data regarding the allocation/reallocation of resources.  Assists with the oversight and direction of technology management, food service management, lease and real estate management.

Responsible for assuring legislative audit compliance in fiscal areas.  Reviews audit findings for the regions and provides instruction and advice regarding audit compliance.  Develops, coordinates and reviews corrective action plans.  Participates in the Office of Legislative Auditors conferences. 

 

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree in accounting or finance from an accredited college or university.

Experience: Nine years of experience in budgeting, accounting and auditing to include seven years at a supervisory or management level, of which two years supervising professional accountants.

SPECIAL REQUIREMENTS

The selected candidate will be subject to a background investigation.
