Main Purpose of Job

This position serves as the Director of Substance Abuse Treatment Services for the Office of Inmate Health and Clinical Services.  The administrative components of this position include, but are not limited to:  supervision of the statewide substance abuse staff who provide substance abuse counseling (both individual and group) to the inmate populations; oversight of five therapeutic communities that provide inpatient substance abuse treatment to evidence-based programs and "Best Practices" standards; develop training program for substance abuse professionals; provide oversight of the methadone program at the Division of Pre-trial and Detention Services; apply for and maintain grants to provide substance abuse services to inmate population.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.


Coordinate and provide clinical oversight of the substance abuse programs at the various institutions throughout the State;

Develop an appropriate audit tool and schedule to ensure that each institution is in compliance with departmental standards;

Direct supervision of the Substance Abuse Clinical Director and the Substance Abuse Contract Manager;

Coordinate with the institutional personnel to ensure that vacant substance abuse positions are filled with qualified professionals;

Serve as the liaison with other governmental agencies, community agencies and the courts to facilitate the resolution of treatment issues.


Education:  Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Alcohol and Drug Counselors.

Experience:  Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Alcohol and Drug Counselors.


Experience:    Six years of clinical supervisory experience.


Experience:    Three years of experience writing and managing grants.


Experience working with correctional population, to include detainee population.

Experience with medication assisted treatment.

Experience with providing oversight in a multi-vendor model.


Candidates must be licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Alcohol and Drug Counselor.
