Main Purpose of Job

This position is responsible for the management of the Department of Health (MDH) capital grants program; management of MDH real property processes; and administration of compliance programs on behalf of the Department of Health within the Office of Facilities Management and Development (OFMD). 

The incumbent is responsible for developing and administering multiple provider outreach seminars annually for the Department of Health’s capital bond programs in support of the MDH Community Health Facilities Grant Program, Federally Qualified Health Centers Grant Program, and Community Dental Clinics Grant Program. The incumbent is responsible for administering the application and award process, project tracking, ongoing communication with non-profit providers, and distribution of funds for multi-year development projects. The incumbent is the lead liaison to grant recipients and the Department of Budget and Management (DBM) for all OFMD capital grant programs. Incumbent represents MDH at DBM and Department of Legislative Services capital budget hearings. Incumbent oversees the annual capital budget submission to DBM utilizing the Capital Budget Information System on behalf of MDH.

The incumbent represents MDH in all real property transactions where MDH is lessee in privately or state owned properties and where MDH is lessor to sub-agencies and other tenants. Incumbent is the lead liaison to MDH tenants and MDH sub-agencies, and is responsible for overseeing tenant services, rights of entry, coordination of real property dispositions, and tenant fit-out services. Incumbent is the lead liaison to the Department of General Services’ (DGS) Office of Real Estate and acts as an owner agent for MDH tenants including management of leased space build-outs, tele/data build-outs, security and video management system build-outs.

Incumbent is responsible for oversight of facilities compliance programs including The Joint Commission and CMS physical environment accreditation, coordination with other State Agencies including the Department of General Services, the Maryland Department of the Environment, Maryland Department of Disabilities, and  Agency compliance initiatives. The position provides for interagency coordination to promote the successful and timely completion of projects.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university and 4 years of professional services experience, including 2 years of supervisory or managerial experience.

Candidates must also possess:

  • Experience with real property processes.  This can include experience in lease management, right of entry agreements, and the transfer of real property.  This can also include management of tenant services, and tenant fit-out management.  
  • 3 years demonstrated experience effectively managing multiple large scale projects simultaneously (including management of staff and fiscal management) with competing demands and limited oversight.

 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess:  

  • A Juris Doctorate Degree, Master of Business Administration, or Master of Public Administration Degree;
  • Excellent project management skills and strong analytical skills, including the ability to decipher needs and insights from data;
  • Experience developing project scope of work documents for contracting consultants;
  • Experience with institutional and healthcare facilities; to include management of facility accreditation compliance programs;
  • Understanding of procedures and policies for the distribution of State capital grants;
  • Excellent written and communication skills;
  • Experience with State of Maryland procurement regulations and development of large-scale procurement initiatives including shared service agreements.
  • Working knowledge of Microsoft Office Suite and Google Suite.
