Introduction

The  Maryland  Department  of  Commerce  is  seeking  qualified  applicants  for  the position  of Director, Education & Workforce within the Division of Business and Industry Sector Development, Office of Strategic Industries & Entrepreneurship. 

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

LOCATION OF POSITION

The World Trade Center - 401 East Pratt Street, Baltimore, Maryland  21202

Main Purpose of Job

Serves as the primary link between the Agency, higher education institutions, and other workforce related stakeholders across the State. Individual will make connections between the Agency's target industry sectors to include aerospace, biotechnology, cybersecurity, manufacturing, and stakeholders to support the changing workforce needs of employers. Will also function as the Agency's subject matter expert on college and university programs, assets and capabilities as they relate to the Agency's mission and the economic development of the State.

POSITION DUTIES

Incumbent will identify and quantify pertinent R & D programs within institutions and affiliate organizations; engage higher education, manage tech transfer and entrepreneurship programs to create linkage to existing business opportunities; advocate for enhancements to educational offerings to better support growing companies in key target industry sectors; conduct outreach to colleges and universities to understand their capabilities to support business growth; match workforce and education needs of growing companies with appropriate education and workforce programs and resources; create and execute outreach strategies to engage education institutions and other relevant stakeholders; and represent the Agency on boards and commissions on matters related to education and workforce.

The  selected  employee  will  possess  excellent  interpersonal  skills  to  work  with  high  level  public  and  private  sector officials and maintain effective working relationships; excellent written and oral communication skills; the ability to handle  multiple, concurrent  and  high  priority  projects. 

Some statewide travel is required, as is, attendance at out of State conferences.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Business, Finance, Real Estate/Land Use, or a related industry field AND

Experience:  Six years of experience in industrial, business or economic development; marketing; planning; finance; commercial real  estate;  manufacturing;  or  related  field. 

Equivalent combination of education and experience is acceptable.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference  will  be  given  to  candidates  who possess the following preferred qualifications. Describe in detail any job duties relating to the qualifications stated. Please list, if applicable, process experience for each of the positions you held. 

Experience working with C-suite level individuals.

Strong and effective working relationships throughout the Maryland higher education network .

Demonstrated knowledge of and work experience in P-20 education in the State and/or one or more of the State’s key industry sectors.

Proficiency with  the  Microsoft  Office  Suite  for Windows  including  Word,  Excel,  Access,  and  PowerPoint,  Google  Mail  and/or  other  relevant  software.
