Main Purpose of Job

The Program Manager Senior I functions as the Deputy Director of Evaluations and Placements within the Office of Court-Ordered Evaluations and Placements (OCEP). This position coordinates and monitors statewide implementation of Criminal Procedure Title 3 and Title 11, Subtitle 7 (Sex Offender Registration). The incumbent plans and develops new service programming, including establishing standards for forensic evaluation and treatment and provides leadership for maintaining the Sex Offender Registry. This position consults with the Director of OCEP as necessary and collaborates with other relevant service agencies in developing an integrated coherent service delivery system. This position oversees operation and administrative functions of the pretrial and presentence evaluators, sex offender evaluators, oversees policy development and regulations. With the Director, this position manages resources including budget, staff and general services.

MINIMUM QUALIFICATIONS

Qualified candidates must possess current Maryland licensure as a psychologist and at least five (5) years of experience conducting forensic evaluations or overseeing services to individuals within a criminal justice or court-ordered service delivery system of care.  This experience must have included responsibility for development of protocols, policies or standards related to the service delivery system.  At least three (3) years of this experience must have been supervisory or managerial.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will possess the following:

  • Knowledge of the community mental health/addictions and intellectual disabilities system delivery of care.
  • Experience in forensic and/or criminal database systems, data collection and analysis.
  • Experience developing or implementing legislation and regulation.
  • Experience in administrative service areas of budget and human resources.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
