Main Purpose of Job

The position serves as the Deputy Director for the Office of Child, Adolescent, and Young Adult Services in the Behavioral Health Administration. This position provides senior leadership and oversight for a team of professional program managers who oversee mental health and substance related services provided for young people and their families from birth to the age of 25 in Maryland. A wide variety of program areas are included in the primary focus of this position. These include: early childhood intervention, encouraging resilience in youth & families, behavioral health programs based in schools; community based behavioral health services for youth involved in the juvenile justice and child welfare systems and in the general population, oversight of child, adolescent and young adult placement in various residential facilities, and programs designed to assist young adults to navigate the transition from adolescence into work and productive citizenship. Skillful management of programs and staff overseeing services provided to this wide a range of ages is complex because of the profound changes that occur during the first 25 years of life. The funding and policy framework for this program is similarly complex. Funding includes Medicaid fee for service, state and special fund appropriations, oversight of numerous University and local government contracts, and the administration of a variety of federal grants from multiple sources. For example, on the mental health side alone, over $360M was expended in fee for service payments during FY16 for this age group. In addition, the Office for Child, Adolescent, and Young Adult Services manages approximately $15M annually in State, federal, and special fund contracts for mental health alone.

MINIMUM QUALIFICATIONS

Education:  Possession of a master’s degree from an accredited college or university in a behavioral health or human service field, or business administration, health care management, public administration, or related field of study. 

Experience:  Five years of experience managing clinical or administration/operations in an organization which provides behavioral health care services to children and adolescents.  Two of the five years must have included program management and direct supervision of staff.    

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:

  • Knowledge of Maryland’s public behavioral health system of care to children, adolescents, and transition aged youth;
  • Experience in the juvenile forensic/criminal system;
  • Experience with data driven decision making;
  • Financial management including knowledge of federal grants;
  • Skill and ability to collaborate with family members and relevant agency and community partners; and,
  • Ability and desire to participate actively in staff development and mentoring.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
