Introduction

The Department of Information Technology (DoIT) was created by 2008 legislation in an effort to consolidate State agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to State agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

POSITION DUTIES

The Director of Application Management (DAM) oversees a functional unit within the Maryland Department of Information Technology (DoIT) that manages State government portfolio of software applications. The DAM manages a broad portfolio of functions pertinent to the management of information. These groups, collectively referred to as the Application Management Portfolio (AMP), include: Application Development (AD); Email and Identity Management (EIM); Enterprise Resource Planning (ERP); Geographical Information Systems (GIS); Information Technology Service Management (ITSM); Telecommunications Access Maryland (TAM); and, Web and eGov (WeG). This position supports and assures that the aforementioned functions implement solutions in a manner consistent with the strategic direction established by DoIT leadership, state policy, state regulation, and state law. The DAM proactively manages the operation of these groups to ensure high levels of ongoing service quality and operational output. Performs other duties as assigned.

This is a Management Service position which serves at the pleasure of the agency Appointing Authority.

MINIMUM QUALIFICATIONS

EducationPossession of a Bachelor's Degree from an accredited college or university in Information Systems or related field.

Experience:    Five years of relevant experience leading software development teams operating in an agile/scrum-based environment.

AND

One year of experience managing employees in an IT Environment.

NoteCandidates may substitute additional experience leading software development teams operating in an agile/scrum-based environment for the required education on a year-for-year basis.

DESIRED OR PREFERRED QUALIFICATIONS

Certification:  Scaled Agile Framework - SAFe Certified

Prior experience with operating and developing on the following technologies at enterprise scale:  Esri (GIS), Google Cloud, Salesforce.com, and Microsoft Office 365.
