Main Purpose of Job

The Department of Budget and Management (DBM), Employee Benefits Division, is seeking a dynamic leader and manager to serve as the Director of Employee Benefits.

The Employee Benefits Division is responsible for the administration of the State Employee and Retiree Health and Welfare Benefits Program, providing health and other related group benefits to more than 250,000 State employees, retirees, satellite account organizations, contractual employees, and their eligible dependents. The division manages 16 benefit plans participating in the program with an annual budget of approximately $1.4 billion. In addition, the Division is also responsible for the administration of the federally regulated programs including, but not limited to, PPACA (healthcare reform), HIPAA, HITECH, COBRA, FMLA health benefit issues, and IRC Sections 125 and 129.

This position reports to the Executive Director of the Office of Personnel Services and Benefits (OPSB) and makes recommendations regarding the overall design, implementation and administration of the State’s health and welfare benefits programs. The position is responsible for evaluating current plan offerings to identify opportunities for plan enhancements or cost containment and leading the State’s procurement efforts to secure vendors to provide plan offerings. The Director is also responsible for responding to legislative inquiries, reviewing proposed legislation, testifying before legislative committees and ensuring compliance with all State and federal laws. The position is also responsible for monitoring and reconciling plan spending and ensuring fiscal accountability and audit compliance.

This position directs a staff of managers, supervisors and professionals who handle a variety Health Benefits related functions including: participant services, open enrollment, verification of claims, the recovery and collection of ineligible claims and oversight of the external contract auditor in the performance of audits and verifications.

Candidates must be proactive, energetic, solution-oriented, comfortable making recommendations and able to take direction. This position requires exceptional managerial skills, excellent verbal and written communication skills, research and data analysis ability and superior organizational and time management skills.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

 

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor’s degree from an accredited four-year college or university in business, finance, health care administration, or related field.

Experience:  7 years of employee benefits administration to include 5 years at a supervisory or managerial level. 

Note: Candidates may substitute additional Employee Benefits program administration work experience on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Graduate coursework in human resources, business administration, accounting, finance, or a related filed is highly desired.
  • Certified Employee Benefit Specialist certification (CEBS).
  • Proficient in BI (Business Intelligence) tools (SQL, Microsoft, etc)
  • Experience with Workday
