Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Director, BioHealth and Life Sciences within the Division of Business and Industry Sector Development, Office of Strategic Industries and Entrepreneurship (OSIE).

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position will provide leadership and direction to the BioHealth and Life Sciences team; recommend and implement the BioHealth and Life Sciences’ budget and strategic goals/plans; plan internal and external program functions, advocate projects, develop and manage internal operational policies and procedures; and direct and organize the work of 2 subordinate positions.

POSITION DUTIES

The BioHealth and Life Sciences team provides comprehensive and coordinated programs focusing on job creation, capital investment and new business formation within Maryland’s life sciences community. This position will be responsible for three primary functions: 1) Business development and strategic marketing of the state's biohealth and life sciences sector; including leading efforts for attraction, expansion, and retention of biohealth and life sciences businesses to and within the state; 2) Leveraging relationships with existing partner organizations and providing connectivity to core resources to create new bioscience enterprises; sustaining the growth of successful enterprises and leveraging Maryland’s unique federal and academic life sciences organizations to advance the state’s role as a global leader; and 3) Developing and implementing initiatives to foster industry-specific entrepreneurial business development, infrastructure assistance, workforce and talent development, and technology transfer and commercialization opportunities. To promote the state’s biohealth industry the incumbent will cultivate and conduct outreach, coordinate with various Commerce departments, serve as a representative of the state at industry-related conferences and represent the BioHealth team on attraction and retention initiatives for biohealth companies.  The position will manage the Life Sciences Advisory Board (LSAB) providing planning and support for meetings and working group sessions; represent and promote Maryland’s biohealth industry nationally and internationally including organizing and managing Maryland’s presence, budget, and programming at the annual BIO International Conference and other venues.  

The selected employee will possess the ability to handle multiple, concurrent and high priority projects; have strong organizational, administrative, and project management skills; excellent written and oral communication and interpersonal skills to work with high level public and private sector officials and maintain effective working relationships.  Possess proficiency with the Microsoft Office Suite for Windows, Google Mail and/or other relevant software. Experience with grants, budgeting, market research, financial analysis, business planning, and familiarity with the resources available to Maryland life sciences companies is desired.  Statewide travel and attendance at national and international conferences is required.

MINIMUM QUALIFICATIONS

Education: Candidates must possess a Bachelor’s degree in a Life Science field, Business, Economic Development, Marketing or a related field,

AND 

Experience: Ten (10) years of increasingly responsible experience in business or economic development in the life science business.

Equivalent combination of education and experience in closely related field may be considered. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1) Preference will be given to candidates with demonstrated knowledge of and work experience in biohealth life science, health care or other similar industries. 

2) Three years of supervisory experience.
