Introduction

The Maryland Department of Commerce is seeking qualified applicants for the contractual position of Folklife Specialist within the Maryland State Arts Council (MSAC). 

This is a contractual position.

Main Purpose of Job

The primary function of this position is to be responsible for providing administrative coordination and management of media and archival activities for Maryland Traditions, the Folklife Program of Maryland State Arts Council.

POSITION DUTIES

This position will coordinate schedules, meetings, and logistical tasks as assigned by the state folklorist.  In addition, will manage all aspects of Maryland Traditions media activities including: creating and overseeing the publication of digital folklife content online by liaising with website developers, MSAC marketing and communications staff, and folklife grantees; working with folklife grantees to identify and disseminate success stories; facilitating communication among folklife grantees; serving as liaison between MSAC and the Maryland Folklife Archives, housed at the University of Maryland, Baltimore County (UMBC); processing and digitizing materials with the Maryland Folklife Archives; and participating in outreach activities to increase the visibility of the Archives as a public resource.  The Folklife Specialist will plan and supervise the overall enhancement of policies/procedures with staff, council constituents, stakeholder for Arts in Education programming and Grants for Organizations, Independent Artist Awards, Touring Grants and Creativity Grants in Literary Arts.

The selected employee will possess excellent interpersonal skills to work with high level public and private sector officials and maintain effective working relationships; excellent written and oral communication skills; ability to work independently; handle multiple, concurrent, and high priority projects. 

Some State travel required.  

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree in Folklore Studies, Ethnomusicology, History, Cultural Anthropology, Library Science, Communications or a related field from an accredited four-year college or university.
Experience: Three years administrative staff or professional work experience involving one or more of the following areas: folklore, ethnomusicology, history, cultural anthropology, labra science, communications or related area.
Notes:
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related in any of the areas cited above that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience in managing digital assets.

Experience with interactive media applications and digital content management.

Experience with archival processing.

Experience in administration of grants, contracts, and/or public programs. 

Proficiency with the Microsoft Office Suite for Windows including Word, Excel, Access, and PowerPoint, Google Mail and/or other relevant software.  

Advanced degree in one or more of the educational fields listed.

Work experience in supporting cultural documentation or presentation.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
