Main Purpose of Job
The position functions as the Chief of Staff for the Deputy Secretary for Public Health Services (DSPHS). As such, this position serves as an agent of the DSPHS and is responsible primarily for providing organizational, administrative and policy support to the DSPHS and the Office of the DSPHS.
Through collaboration and coordination with the DSPHS, this position oversees, plans, directs, organizes and manages all day-to-day activities and operations in the Office of the DSPHS. With the authority deleated to this position by the DSPHS, this position oversees daily operations for the Public Health Services (PHS) administrations at MDH. The incumbent coordinates and has knowledge of priority and routine issues within PHS. This position oversees the legislative liaison and policy development activities of PHS, oversees relationships with the local health departments (LHDs), represents DSPHS at meetings/activities of local, departmental, national/regional state public health program/policy organizations and provide reports, presentations as needed. The incumbent also represents the DSPHS on mandated committees and/or workgroups, and coordinates meetings and retreats.
Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of experience in administrative staff or professional work to include three years of experience in professional health services work to include evaluating, analyzing, researching and developing health care policies, legislation or programs. Two years of this experience must have involved the supervision of other employees.
A master's degree from an accredited college or university may be substituted for 2 years of the required general experience.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.
