Main Purpose of Job
POSITION DUTIES
The incumbent will work in the Tax Incentives Group whose primary responsibility is receive and process tax program applications; certify and track tax credits and use relational databases for periodic reports; study and analyze economic and statistical data to measure the economic climate and programmatic performance; project value of tax incentives; perform tax research; and review tax related legislation. Specific job functions include: collecting and processing data; generating projections of potential incentives available; tracking program activity and performance; recommending refinements to program-administration processes and policies; responding to management inquiries; and conducting training and continuing education programs for finance specialists and business development representatives. This position may represent Commerce in preparing bill comments, fiscal notes and testimony to the legislature.
The selected employee will possess excellent interpersonal, written and oral communication skills; an aptitude for detailed work; ability to conduct technical business research - collect data, establish facts, and define problems; read, analyze, and interpret financial statements, projections and related documents. Must be able to work with internal and external customers and high level public and private sector officials and maintain effective working relationships; handle multiple, concurrent and high priority projects; and work independently.
Some State-wide travel is required.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree in Accounting from an accredited four-year college or university and
Experience: Six years of experience in administrative or professional work. Three years of this experience must have involved income tax research and the preparation of business and individual income tax returns.
Notes:
1. A Master’s degree in business, economics, accounting, or public administration at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year for year basis for the required experience.
2. A Juris Doctor degree may be substituted for three years of the required experience.
3. A Certified Public Accountant (CPA) license may be substituted for three years of the required years of experience.
Equivalent education and experience is acceptable.
DESIRED OR PREFERRED QUALIFICATIONS
Familiarity with business accounting and finance.
Proficiency with Microsoft Office Suite for Windows including Word, Excel, Access and PowerPoint, computer research services, Google Mail and/or other relevant software.
SPECIAL REQUIREMENTS
This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.
