Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Economist within the Division of Policy, Research & Government Affairs’ Research Unit.

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The main purpose of this position is to perform complex economic research analyses of regional economic and industrial issues and to communicate those findings to Department leadership, the Governor, and other state and local stakeholders.

POSITION DUTIES

Position duties include designing, developing and maintaining economic databases, and tracking and analyzing the performance of state and regional economies in the context of national and global economic trends. Incumbent will develop macroeconomic models of the state and local economies; develop and maintain appropriate standards for analyzing complex developmental projects; analyze policy issues affecting the state’s commerce and industry; provide economic research to support the Department's job creation and marketing efforts, focusing on internal and external customer needs for economic data and impact analysis; provide essential information to guide the state's economic development strategic plan and industry sector marketing efforts by producing relevant and timely information on the state economy that allows for formulation of policies and assessment; monitor multiple data sources for economic and demographic trends; apply mathematical models and statistical techniques to social, demographic and economic data; perform industry research; disseminate economic finds to agency's boards and commissions and other external stakeholders through presentations, reports, articles, briefings; and provide research to support the Office of Government Affairs to determine the impact of proposed legislation. 

The selected person will possess outstanding written and oral communications skills and be able to communicate complex economic issues to the public; ability to handle multiple, concurrent and high-priority tasks and complete assignments quickly and accurately in a team environment.

Some statewide travel is required.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Six years of experience in administrative staff or professional work. Two (2) years of this experience must have involved exercising responsibility for program development and four (4) years in economics or a closely related field.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Describe in detail any job duties relating to the qualifications stated:

Possession of strong analytic and research skills 

Broad knowledge of government and non-government information resources

Proficiency in Microsoft applications including with Word, Excel, Access, PowerPoint, Internet, Google Mail or other relevant software

Possession of a Ph.D. in economics

Familiarity with statistical software and economic impact models such as IMPLAN, REMI or RIMS is highly preferred

Experience in economic theory as applied to public policy issues

Experience in the application of various statistical/econometric packages

Experience in conducting economic impact studies and analysis
