Main Purpose of Job
This is a professional position serving as a Lead staff auditor in the State Aid Section of the Audit Office responsible for performing financial and compliance audits of State Aid to Education funds disbursed to local education agencies to ensure that the LEA is in compliance with governing state statutes and regulations and MSDE instructions and guidelines. Leads and trains lower-level Financial Compliance Auditors.
Performs pre-audit analysis and prepares working papers for field audits; Reviews COMAR and administrative directions to develop audit procedures for testing conditions governing use of State funds; prepares audit working papers using computer audit/accounting software; completes pre-audit analysis Audits accounting records and program office documentation to ensure State funds were used in compliance with State laws and regulations; Trains Financial Compliance Auditors and assists auditors with auditing procedures; assigned special projects and performs data analyses as directed.
EDUCATION: Bachelor’s Degree with 30 credit hours in Accounting and related courses; including or supplemented by 3 credit hours in Auditing.
EXPERIENCE: Three (3) years of experience performing financial and compliance audits of a state agency, grantee, business or other entity. Experience in reviewing governmental and/or nonprofit organizations’ audits is preferred.
1. Possession of a certificate as a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA), or a master’s degree in Accounting from an accredited college or university may be substituted for one year of the required experience.
2. Applicants may substitute one year of professional accounting experience for one year of auditing experience only.
3. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
