Introduction

Maryland Public Television, which is commonly known by its familiar name "MPT", is a public television network that comprises six television stations that broadcast throughout the entire state of Maryland as well as into the District of Columbia and parts of Delaware, Pennsylvania, Virginia, and West Virginia. MPT is the only statewide broadcaster in Maryland. MPT is a member of the Public Broadcasting Service.

Main Purpose of Job

The main purpose of this position is to report directly to MPT's Chief Operating Officer as a member of its senior management team. This position is responsible for leading the near-and long-term establishment of goals, strategy, development, production, distribution and scheduling of the state network's content and content-related service activities which include broadcast, digital media, education as well as national and regional productions.

This position sets forth the content related guiding light for MPT, serving as strong advocate for the editorial integrity guidelines as set forth in our strategic plan, ensuring that excellent intellectual property content is created and distributed in accordance with our mission. This position establishes editorial, technical and production standards and makes sure that these standards are maintained. This position oversees the development of concepts, proposals, partnerships and sales activities for all media production on all platforms, through all distribution channels and with meaningful educational and community outreach components.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

  • Develops goals, strategies and tactics to drive MPT’s core business of broadcasting and streaming in Maryland, mid-Atlantic and national marketplaces with an eye towards excellence and serving MPT’s mission.
  • Supervises and leads the creation of all production components and educational content produced by MPT.
  • Maintains productive relationships with governing boards, advisory boards, the general public and national offices related to educational learning assets and resources.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in communications, journalism, broadcasting, the performance arts or media studies or related major.

Experience:  A minimum 10 years of experience in content development, media production and distribution including some of the following; creation of high-profile television, local and national series, mini-series and specials as well as leadership in content production, audience measurement and content funding.  

Candidates should also possess:

  • Five (5) years of experience in a senior level management position
  • Five (5) years of experience in the administration of educational and training content, modules and projects including experience or familiarity in: television/radio program scheduling; interactive design and production.
  • Additional experience overseeing projects with digital first content, complementary web content, educational content and social media components as part of an overall additive content strategy. 
  • Experience working with high profile local and national sponsors, foundation funders and major (individual) donors as well as content partners. 
  • Additional experience working with other content creators and distributors including international markets and partners.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s).  Include clear and specific information on your application regarding your qualifications.

  • Understanding of production techniques and new technologies in content development and production. 
  • Proven leadership in team efforts for television productions and digital/social media productions with positive results.
  • Understanding and ability to provide leadership in program scheduling, acquisition, promotion and marketing.
  • Understanding of audience measurement science, both on broadcast and on digital platforms and ability to develop strategies to improve results based on performance data.
  • Proven success in efficiently operating multi-million-dollar strategic business units, including a strong grasp of production economics including income streams, economies of scale and scope.
