Introduction

The Department of State Police, Fire Prevention Commission, is seeking qualified applicants for the position of State Fire Marshal.  The State Fire Marshal is in the executive service of the State Personnel Management System and is appointed by the Secretary of the Department of State Police from a list of three names submitted by the Fire Prevention Commission.  The State Fire Marshal serves for a term of six years. (Code of Public Safety Article, Sections6-301 thru 6-322)

Supervision is received from the Secretary of the Department of State Police.

This position is designated as a political special appointment which may be filled with regard to political affiliation, belief or opinion.  The position serves at the pleasure  of the appointing authority and can be terminated for any reason including political affiliation, belief or opinion that is not illegal or unconstitutional.

This classification is limited to one position functioning as the State Fire Marshal which is unique to the agency.

Main Purpose of Job

This positon is responsible for the management and oversight of the Office of the State Fire Marshal.  The primary mission of the office is the protection of life and property from fire and explosion by working in partnership with other public safety  agencies and the community. Personnel of the Office of the State Fire Marshal conduct investigations of fire and explosive incidents, provide fire protection engineering services, enforce fire and explosive laws of Maryland and the State Fire Prevention Code, collect and analyze data, and promote public fire safety education.

MINIMUM QUALIFICATIONS

EDUCATION - Possession of a Bachelor's Degree from an accredited college or university

EXPERIENCE - Five years of experience in fire prevention, fire investigation, promotion of fire safety, fire protection engineering and teaching fire safety engineering with three of the five years being at the management level

DESIRED OR PREFERRED QUALIFICATIONS

Three years of experience managing the operations, functions and full-time staff of a public safety organization tasked with performing the following activities:

1.  Ensuring compliance with fire code enforcement

2.  Public fire education

3.  Fire data collection and analysis

4.  Budget development / administration for the organization

5.  Managing and supervising the activities of all professional and administrative support staff

SPECIAL REQUIREMENTS

1.  Employees in this classification are subject to random substance abuse testing in accordance with Code of Maryland regulation 17.04.09, Testing for Illegal Use of Drugs.

2.  Candidates for this classification will be subject to an initial drug screening and criminal and personal background investigation before permanent appointment can be made.  A criminal conviction may be grounds for permanent rejection of the candidate.
