Main Purpose of Job

The main purpose of this position is to function as an extension of the State DARE Coordinator with the special function of conducting classroom observations and assessments of local DARE instructors; as well as teaching DARE curricula programs in local schools, training of new DARE instructors for certification, training current DARE instructors for certification retention, mentoring officers, provide technical support for local DARE instructors, agencies, and schools.

POSITION DUTIES

The Office of the State DARE Coordinator is responsible for providing all DARE related training, certification and in-service, as well as technical assistance for all State and local DARE programs statewide. The selected candidate will assist in identifying, developing, implementing, coordinating, instructing, managing, and evaluating the effectiveness of various DARE training programs and projects based on content, value and other related factors.

Coordinate, schedule, conduct, and document field assessments and classroom observations of DARE instructors statewide. Provide a written assessment of each observation for dissemination to the officer, agency, and DARE office file. Maintain regular communications with the State Coordinator when in the field conducting observation/assessments.

Ensure accurate replication of DARE copyrighted curricula and program integrity, adherence to DARE America and Maryland DARE policies & procedures, and trademark compliance.

Provide mentoring for all certified DARE Instructors in Maryland, including technical assistance and program support.

Deliver DARE curricular lessons in one or more local schools to maintain DARE Instructor certification as part of the DARE Community Outreach Project.

Collect, compile, publish, and disseminate data and periodic reports for the State and DARE America.

Consult and/or instruct for other allied agencies and organizations upon request, including DARE America and other states to assist in meeting training needs.

Assist with other prevention education or training needs of the Commission as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience as a certified law enforcement officer.

Notes:

1. Additional experience as a certified law enforcement officer may be substituted on a year-for-year basis for the required education.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered. Applicants must be detailed in describing the nature of their training/instructional work experience.

Two years’ of training or teaching experience.

Two years’ of experience as a law enforcement officer.

Possess a valid Driver’s License.

DESIRED OR PREFERRED QUALIFICATIONS

A valid MPCTC Academic Instructor certification or achieve such certification within six months of beginning employment.

Current or past DARE Officer Training certification, or successfully complete DARE Officer Training certification course within one year. 

Current or past DARE Mentor Officer certification, or successfully complete DARE Mentor Officer Training certification course within two years. 

School-based law enforcement officer experience, i.e. School Resource Officer 

Possess a working knowledge in the use of personal computers, Microsoft Office software including Word, Excel, and PowerPoint or other equivalent programs. 

The selected candidate should possess good verbal and written communication skills and the ability to interact with a diverse population in a professional and personable manner; possess experience with preparing reports, reviewing, processing, and maintaining records and documentation.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
