Main Purpose of Job

The Maryland Health Services Cost Review Commission seeks an Assistant Chief for the Center for Revenue and Compliance to assist in the supervision, coordination and implementation of all audit and compliance activities.  The HSCRC is responsible for developing, refining, and implementing Commission policy geared toward achieving its mandate of providing maximum efficiency and effectiveness at Maryland hospitals and achieving the goals of the Maryland Total Cost of Care Model approved by the Centers for Medicare and Medicaid Services (CMS).  The Commission is an independent agency of Maryland government and is unique in the U.S. because it sets hospital rates for self-pay and commercial patients as well as for Medicaid and Medicare patients as a result of its contract with CMS.

 

Responsibilities include:

·       Assist in developing, directing and implementing programs for the periodic auditing of the ledgers, records and financial operations of all hospitals under the jurisdiction of the HSCRC 

·       Train, assign tasks, answer technical questions, review the work, prepare efficiency reports of Audit and Compliance

·       Assist in the preparation of the HSCRC charge per case system, as well as conduct and assist the review of rate applications

·       Supervise and assist in the modification and revision of the HSCRC’s accounting and reporting system

·       Assist in developing, directing and implementing programs for the auditing of alternative method of rate determination (ARM) arrangements 

·       Assist HSCRC Data processing staff in the development of reports utilizing the HSCRC’s financial, case mix and ARM data bases for use in rate review activities.

·       Other duties as assigned

 

 

MINIMUM QUALIFICATIONS

The position requires a bachelor’s degree in accounting, finance, economics, hospital administration or health care administration/policy from an accredited college or university.  A successful candidate must also demonstrate the ability to effectively communicate and interact with staff, hospitals officials, consultants and other health care officials.

 This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
