Main Purpose of Job

This position will function as the procurement officer, regulations coordinator, MBE coordinator, and provide secretarial assistance to the Assistant Attorneys General for the Health Services Cost Review Commission (Commission).  The successful candidate will be responsible for preparing and completing all sole source modifications, RFP’s, multi-vendor contracts and approving small in-house procurement contracts through E Maryland Marketplace and FMIS.  In addition, candidate will make all necessary edits to contracts that are reviewed by the Department of Budget Management prior to submission to the Department of Public Works, serve as the contact person for contract vendors, prepare MBE reports, prepare documentation to be published for bid board notification, coordinate and attend contract meetings, and advise Commission staff of contract problems and solutions.  The successful candidate will also assist the Commission with the preliminary stages of regulations, e.g. defining time frames, liaison to both the AELR and Maryland Register, attend meetings and maintain tracking of regulations through the entire regulations process. 

MINIMUM QUALIFICATIONS

Bachelor’s degree from an accredited four-year college or university.  At least two (2) years of experience with the State of Maryland Procurement process, E Maryland Marketplace and FMIS program.  Three (3) years’ experience in administrative, or legal, professional work.  Four (4) years of additional administrative experience may be substituted for the required bachelor’s degree requirement.  Legal secretarial experience is preferred.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
