Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.  

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.  * This is a Special Appointment position that serves at the pleasure of the appointing authority.

POSITION DUTIES

The Maryland Insurance Administration Compliance and Enforcement Unit is recruiting for a Market Conduct Examiner II, Network Adequacy & Mental Health Parity and Addiction Equity Act. The main purpose of this position is to perform investigations and/or examinations as needed based on the Life and Health Unit analysis of network access plans submitted by HMOs, dental plans, nonprofit health service plans and health insurers to ensure Network Adequacy and compliance of §15-112 of the Insurance Article, Annotated Code of Maryland and COMAR 31.10.44. The position will also perform market conduct examinations and investigations of Life and Health insurance companies, HMOs, nonprofit health service plans and other regulated entities for compliance with Maryland laws and regulations regarding the Mental Health Parity and Addiction Equity Act (“MHPAEA”). May also work on other life and health, market conduct investigations and/or examinations.  

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university.

Experience: Two years experience analyzing contracts, services, or programs for compliance, with a health insurance or insurance regulatory agency. 

Note: 

 1- Additional experience analyzing contracts, services, or programs for compliance with a health insurance or insurance regulatory agency may substitute on a year-for year basis for the educational requirements. 

2-  A Juris Doctor and one  year of experience analyzing contracts, services, or programs for compliance, with a health insurance or insurance regulatory agency  may substitute for the minimum requirements.  

DESIRED OR PREFERRED QUALIFICATIONS

·  Candidate should have strong analytic and writing skills; and

·  Experience  reading laws and regulations.
