Main Purpose of Job

This is a contractual position responsible for providing technical assistance to Maryland State Department of Education (MSDE) staff providing maintenance and evaluation of website, technical remediation support and training to ensure Section 508 and Web Content Accessibility Guidelines (WCAG) 2.1 Level AA.

POSITION DUTIES

Increases the capacity of MSDE staff to produce fully and equally accessible content and information for independent use by all individuals including those with disabilities; reviews and modifies digital resources to ensure accessibility compliance; conducts in-depth testing of MSDE website pages for accessibility compliance with Section 508 and WCAG criteria; provides technical assistance to Divisions within MSDE related to remediation efforts for websites and content; support the MSDE Website compliance team in testing website, apps, and software for accessibility compliance; evaluates Voluntary Product Accessibility Templates, to support accessibility claims of vendor products; develops and implements MSDE website accessibility training; collaborates with webmaster to provide support for the development and maintenance of MSDE websites; develops conversions migration plans, prepares logic specifications, determines and provides, and prepares and executes system integration and testing.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of an Associate of Arts degree from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming.

EXPERIENCE: One year of experience in web page design, development and programming.

Notes:

  1. Graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals may be substituted for the required education.
  2. Additional experience in web page design, development and programming may be substituted for on a year-for-year basis for the education.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

SELECTIVE QUALIFICATIONS

One year of experience with web site-page design.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of web development languages such as HTML, XML, Java, Visual Basic and other development and programming tools; Knowledge of Section 508 and Web Content Accessibility Guidelines (WCAG) 2.1 Level AA; Knowledge of web development applications and web page authoring, publishing, composition, editing, imaging, conversion and graphic manipulation software; Knowledge of the structure, conventions, functions and capabilities of the Internet; Knowledge of server operating systems such as Windows, UNIX, Linux or other web-enabled operating systems; Skill in the access and retrieval of data across multiple platforms using Relational Database technology and various querying and reporting tools; Skill in configuring Internet, Intranet and web site associated software for efficient and effective web page presentation and performance; Ability to design, implement and maintain web sites in accessible format; Ability to establish and maintain effective working relationships with network users, agency staff, vendor representatives, technical programming staff and the general public.

Proof of eligibility to work in compliance with the Immigration Reform and Control Act. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
