Main Purpose of Job

The mission of the Maryland Department of Health, Prevention and Health Promotion Administration is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations. The mission of the Center for Sexually Transmitted Infection Prevention (CSTIP) is to prevent and reduce sexually transmitted infections (STIs) in Maryland. Preventing STIs and their complications is essential for improving both sexual and reproductive health and preventing HIV transmission. The purpose of the Surveillance Specialist is to maximize the early identification of new and potentially infectious syphilis cases maximizing early identification of new HIV cases and linkage to HIV medical care, and to assure that both syphilis and HIV cases are referred to local health department partner services programs. This position receives positive chlamydia and gonorrhea lab reports via fax, hardcopy or electronic methods and redistributes them to LHDs. This position reports to the Surveillance Manager in the Center for STI Prevention. This position is not eligible for employment visa sponsorship.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.  A copy of your transcript must be attached to the application.

Experience:  Three years of professional experience in health services, two years of which must have been in the option for which application is made.

NOTES:

1. Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the option must be as follows: professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

3. A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have the ability to work independently and manage priorities using established tools.  Knowledge of sexually transmitted infections including syphilis with experience in surveillance or a health department setting is useful but not required.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
