Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s, Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health efforts, in partnership with local health departments, providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations. The mission of the Center for Sexually Transmitted Infection Prevention (CSTIP) is to prevent and reduce sexually transmitted infections (STIs) in Maryland. Preventing STIs and their complications is essential for improving both sexual and reproductive health, as well as for preventing HIV transmission. 

This position will serve as the HIV Care Engagement Coordinator, in order to assure that County health departments are notified of people who are living with HIV and may be in need of assistance with engagement in HIV medical care. Such notification is needed so that local staff members can perform field investigations, in order to improve health outcomes and interrupt the spread of HIV in the community. 

This position will obtain, analyze and interpret linkage to care, lab data and patient serologic history, in order to determine the need for referral to local health departments for case investigations. This position will also record search databases for both the local health departments and other health care providers in Maryland, in order to assure and provide current information and investigational guidance on infection cases, according to Maryland's protocols. 

Lastly, this position will provide training, support and technical assistance, in order to develop the capacity of a local health department's Disease Intervention Specialist (DIS), as well as that of Linkage to Care (LTC) staff members. This position will report to the Surveillance Manager of the Center for STI Prevention. This position will perform other mission-critical surveillance duties on a backup basis.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience: Three years of professional experience in health services, two years of which must have been in professional clinical or administrative work in health or medical services, in areas other than Mental Health, Developmental Disabilities or Addictions.

Notes: 1. Applicants may substitute a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience. 

2. Experience in the option must be as follows: professional clinical or administrative work in health or medical services, in areas other than Mental Health, Developmental Disabilities or Addictions. 

3. A Bachelor’s degree from an accredited college or university in another field, plus one additional year of professional experience in health services, may be substituted for the specific degree. 

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience in HIV care engagement and healthcare. He/she should also have experience working with diverse team members across all State jurisdictions, as well as experience providing necessary technical assistance.
