Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) that is charged with monitoring the quality of care in Maryland’s health care facilities and community-based programs. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMMS), and is the designated State survey agency in Maryland. OHCQ issues licenses which authorize the operation of a business in Maryland; recommends certification to CMMS, thereby authorizing participation in the Medicare and Medicaid programs; conducts surveys to determine compliance with State and federal regulations; and, provides technical assistance and education to providers, consumers and other stakeholders.

This position will assist OHCQ and its Developmental Disabilities (DD) Unit with achieving its mission by performing licensure and regulatory duties which evaluate programs and services provided by Developmental Disabilities Administration (DDA) licensees. In particular, this position will conduct investigations, initial surveys, re-licensure surveys, and monitored visits, in order to determine if DDA-licensed programs and funded services comply with policies, regulations and laws which affect the overall health, safety and well-being of individuals. 

Additionally, this position will participate in Informal Dispute Resolution (IDR) meetings and/or the Mortality Review Committee as a representative of OHCQ and, when necessary, will provide support and/or clarification of survey and investigative findings. This position will be required to possess and maintain a current knowledge of COMAR, federal and local regulations which govern the operations of DDA-licensees, in addition to maintaining training that is required to perform essential job functions in the DD Unit.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience: Three years of professional experience in health services, two years of which must have been in professional work related to the support services and programs for developmentally disabled clients.

Notes: 1. Applicants may substitute a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the option must be as follows: professional work related to the support services and programs for developmentally disabled clients.

3. A Bachelor’s degree from an accredited college or university in another field, plus one additional year of professional experience in health services, may be substituted for the specific degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience conducting investigations and/or surveys, in order to determine if programs and/or services funded by the Developmental Disabilities Administration (DDA) are complying with State, federal and local policies, regulations and laws. He/she should also have experience participating in Informal Dispute Resolution (IDR) meetings and/or the Mortality Review Committee.
