The Water and Science Administration, Compliance Program, Central Division is recruiting for an Environmental Program Manager I. This is a position specific recruitment for the Maryland Department of the Environment (MDE).  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This position serves as the Chief of the Central Inspection Division.  The main purpose of this position is to assist management with statewide programs unique to the Water and Science Administration (WSA) related to inspections, investigations and sampling to determine compliance with water pollution control laws and regulations.  Responsibilities include managing sensitive and controversial compliance issues, ensuring grant commitments are completed, coordinating with other programs in WSA, the Attorney General’s Office, other State agencies, EPA, elected officials, company leaders, and the general public.  The incumbent in this position is responsible for establishing the overall policies and procedures for the Central Region of the Compliance Program, as well as, overseeing their implementation and deciding on appropriate actions.  Duties also include the supervision of a professional and technical staff in the planning, initiating and tracking of inspections and associated compliance and enforcement activities.  As the Division Chief, duties will be to plan, coordinate, supervise and evaluate the work of the District Manager and compliance engineers in the division. The position also manage staff performance of activities which include performance of on-site inspections, review of permittee-submitted Discharge Monitoring Reports (DMRs), Monthly Operating Reports (MORs) and violation reports, issuance of inspection reports, site complaints or notices of violation, development of enforcement actions, and respond to citizen complaints.  The incumbent in this position gives direction and provides oversight in the performance of inspections and the preparation of litigation packages to be used for the development of administrative orders and civil penalty assessments to address violations of general water pollution control laws and regulations pertaining to NPDES/State discharge permits for municipal and industrial facilities, sediment and erosion control, tidal/nontidal wetlands, industrial pretreatment, well and septic systems, waterway construction and dam safety.   

This position will perform job functions that involves traveling to several counties within the State of Maryland.  The incumbent is required to report to the Baltimore Headquarters office.  The person in this position will be required to drive a State vehicle and must maintain a driving license with no more than 5 points.  If you maintain an out of state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at time of appointment. 

This position involves working conditions that may include: occasionally performing work that involves site inspections at industrial construction sites and wastewater treatment plants. Exposure to hazardous conditions during site visits may occur. Special physical demands involving walking over rough terrain in all weather conditions. Site inspection at certain industrial facilities may require the use of personal protective equipment such as hardhat, goggles, earplugs, safety shoes, etc

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university including 30 credit hours in engineering or the biological, environmental or physical sciences.

Experience: Three years of experience supervising a professional staff or as a project supervisor in the  Water Management field of work.

Notes:

1. Candidates may substitute additional experience in engineering, public administration or law as related to environmental health on a year-for-year basis for the required education.

2. Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.

3. Applicants may substitute one additional year of experience in engineering, public administration or law related to environmental health for the 30 credit hours of required education.

4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience using TEMPO system to track employee activity;
  • Familiar with the enforcement process for environmental violations;
  • Ability to determine the significant noncompliance established by the Environmental Protection Agency (EPA);
  • Experience managing and prioritizing the response to citizen complaints.

LIMITATIONS ON SELECTION

This recruitment is limited to current permanent and contractual employees of the Maryland Department of the Environment.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in these classifications may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
