MDH/Prevention and Health Promotion Administration, Center for HIV Prevention and Health Services, Baltimore, Maryland

Main Purpose of Job

The Maryland Department of Health (MDH)'s Infectious Disease Bureau (IDB), within the Prevention and Health Promotion Administration (PHPA), is dedicated to improving the health of Marylanders by reducing the transmission of infectious diseases; helping impacted persons live longer and healthier lives; and, protecting individuals and communities from environmental health hazards. The Center for HIV Prevention and Health Services is a service unit of the Bureau that provides essential programs and services to people living with, affected by and/or at risk of HIV disease. Major service programs of this Center include: the HOPWA Program; Ryan White Parts B, CDC Cooperative Agreement for HIV Prevention; and, the Minority AIDS Initiative.

This position will manage the fiscal and programmatic compliance by monitoring activities which support the work of the Center for HIV Prevention and Health Services. For instance, this position will perform the analysis, review and approval of grant applications and award budgets, modifications, reductions, and/or supplements for vendors funded by PHPA. This position will also analyze trends, perform budget projections and make recommendations regarding Sub-recipient reprogramming, in order to maximize the use of federal and State HIV services funding.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience in grant evaluation and monitoring, or budget preparation, presentation and execution.

Notes:

1. Applicants may substitute graduate education in Accounting, Business Administration, Economics, Finance, Political Science, or Public Administration at a rate of 30 semester hours for each year of the required experience.

2. Applicants may substitute additional experience, as defined above, on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work, on a year-for-year basis, for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience monitoring expenditures and approving invoices, as well as experience monitoring fiscal compliance and conducting reviews of fiscal records, in order to ensure a unit or department's compliance with federal guidelines.
