Main Purpose of Job

The main purpose of this position is to serve as the Agency Grants Specialist, II and to provide fiscal support to the Behavioral Health Administration (BHA) in the implementation of the Public Behavioral Health System (PBHS), a community based support system of over 3,500 vendors supplying services to over 90,000 people. Under the supervision of the Manager, Fiscal Grants Units, this position is responsible for the coordination of all budgetary/programmatic conditions of award as well as the monitoring of the Fee-For-Service system. This responsibility includes ensuring that all conditions meet with BHA programmatic and fiscal guidelines and COMAR regulations. The review, negotiation of services and award amount is done as part of a negotiating team comprised of the Director, of the BHA Core Service Agency (CSA) Liaison and Provider Relations, the Chief of the BHA Finance & Procurement Unit, CSA Director, the CSA Chief Financial Officer, and the pertinent programmatic staff of BHA and the CSA.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes: 1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience.

2. Applicants may substitute additional experience as defined above on a year-for-year basis for the require education.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience with full-cycle grant or contract management; creating formal written correspondence; and, developing process tracking tools. Intermediate to advanced level experience utilizing MS Excel, PowerPoint and Project is desired.
