Main Purpose of Job

This full-time contractual position serves as the Procurement Specialist and is responsible for coordinating procurement activities with the Office of Preparedness and Response as well as ensuring adherence to MDH procurement guidelines.

Duties include, but are not limited to:

  • generating grants and contracts, solicitations, modifications renewal options, BPW agenda's, coversheets, fund certifications, tax verifications and procuring goods and services in accordance with State Procurement laws, procedures and regulations
  • reviewing and assigning invoices for payments to the unit's CPC holders and assuring efficient operation of the program and compliance with State and agency's corporate purchasing card policies
  • consulting with OPASS for procurements above the unit's delegation
  • generating requisitions, purchase orders, change orders and entering MBE subcontractor payments in ADPICS/FMIS Systems

This position is considered Emergency Essential and employees may need to respond for public health emergencies using their own transportation.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes: 1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:

  • experience in the procurement of goods and services
  • familiarity with NIMS/ICS
  • experience with the State of Maryland Procurement Process which includes but is not limited to ADPICS, E-Maryland Marketplace, Contracts, Interagency Agreements, Purchase Orders, Blanket Purchase Orders, Requisitions, Request for Bids, Request for Proposals, etc.
  • experience with Google, Google Suite, Microsoft Office (Word, Excel, etc.)
  • the ability to be deemed as emergency essential

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
