Main Purpose of Job

The main purpose of this position is to prepare annual budget request, monthly expenditure, projections, and year end closing process to assign programs. The position exercises control over the Department's appropriation to included amendments to the appropriation, and monitoring the Department's expenditures in accordance with generally accepted accounting principles.

POSITION DUTIES

1.)Prepares and submits the program's annual operating budget request, discussing needs, priorities and budgetary constraints with the agency head and other appropriate staff of this agency.

2.) Prepares and reviews the projection with the agency head and / or their designees, identifying and explaining any problems (i.e., actual or potential deficits) and recommending alternative course of action to reduce or eliminate such deficit. Submits the monthly expenditure projections, which are prepared on a spreadsheet in a specified format.

3.)Certifies the availability of funding for all requested procurements and employment contracts. Request an amended DA22 when needed.

4.) Reviews monthly financial accounting reports generated via R*STARS to ensure that accounting transaction have been properly recorded, and corrects and any identified errors.

5.)Prepares the year-end closing documents, in cooperation with the Office of Secretary's encumbrances, and revenues are properly recorded at year-end.

6.) Monitor grant expenditures and prepares required grant financial reports and requests for reimbursement of grant expenditures.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  Three years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.

Experience using FMIS

Experience using Microsoft Excel
