DHCD has an immediate opening for at Manager in the Real Estate Owned unit in the Division of Credit Assurance.

LOCATION OF POSITION

7800 Harkins Rd Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop. Free parking is available to the Department's employees on site at the present time; however, please be advised that this is subject to change. The Department is also accessible by MARC, WMATA, and other public transportation options.

POSITION DUTIES

The Real Estate Owned (REO) Manager is a high proficiency level skilled employee coordinating/managing functions and interacting with internal and external entities to facilitate and/or perform all required REO functions, duties and responsibilities within Single Family Operations of the Division of Credit Assurance. This position manages the activities of the Single Family Real Estate Owned Properties(REO by supervising the day to day property management and disposition of the REO assets which average $60,000,000 per year. This position also reviews contract listing price recommendations for REO Committee review; reviews appraisals submitted by DHCD appraiser and outside agencies and appraisers. This position also monitors the Single Family delinquency reports for potential REO properties, and conducts inspections of potentially vacant or abandoned properties. The position operates with a great deal of autonomy, often making decisions regarding property viability and making market assumptions to support diligent management of state assets. This is the supervisor of a growing 3-4 member REO Group, a team unique to DHCD in its function of preparing State owned real estate properties for sale. The properties are assets that accrued to DHCD through foreclosure.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Six years of administrative or professional experience to include three years of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Those applicants who are not using U.S. Armed Forces military service to qualify must also have two years of experience with property preservation, rehabilitation, and disposition of Real Estate Owned (REO) assets.

DESIRED OR PREFERRED QUALIFICATIONS

  • 5 years of experience with property preservation, rehabilitation, and disposition of Real Estate Owned (REO) assets
  • Supervisory experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
