Main Purpose of Job

This position will plan, develop, integrate, and administer a training program of a generalized nature for clerical, supervisory and managerial personnel. In instances where training programs of a highly technical nature are already established, this position will coordinate such programs with the State Registrar, in order to adequately meet the Division of Vital Records' specific needs. This position will make recommendations to the State Registrar for possible improvements in training methods, as well as for course content; coverage; facilities and equipment; the selection of candidates for training; the need for new programs; and, the selection of Subject Matter Specialists as instructors.

Additionally, this position will be called on to work with the LDPU Unit to handle legal documentation for legitimations, court orders, paternity, and domestic and foreign adoptions. Furthermore, this position will collaborate with the LDPU Unit in handling birth certificate corrections and/or changes; delayed birth certifications; surrogate births; divorce verifications; and, stillbirth certificates.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited four-year college or university.

Experience: One year of experience planning and conducting employee development and training.

Notes:

1. Additional experience in planning, conducting or coordinating training or staff development activities may substitute, on a year for year basis, for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Education and Training classification or Education and Training specialty codes in the Education and Training field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience planning, organizing and administering training programs. He/she should also have experience reviewing court orders, in order to determine that the intention of that order is accomplished without going beyond the scope of the order.

The desired candidate should be bilingual, preferably in the English and Spanish languages.
