LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.  

Free parking is available to the Department's employees on site at the present time; however, please be advised that this is subject to change.  The Department is also accessible by MARC, WMATA, and other public transportation options.

POSITION DUTIES

The Division of Finance and Administration is seeking a qualified senior level finance officer to complete the following team:

Controller, Operating Budget 

This position serves as the manager of the Operating Budget in the Division of Finance and Administration, and is a part of the multi-billion dollar financing operations, closely interacting with internal and external professionals to achieve the most optimal and cost effective funding mechanism for affordable housing, community development, business lending and neighborhood revitalization projects. This position is involved in the management, operation and coordination of all units in the Department requiring an understanding of multiple technical areas including capital markets, mortgage products and execution methodologies, underwriting, insurance, asset management, grant/loan agreements and required reporting, debt management, compliance to State and Federal regulations and loan servicing.

This position is responsible for managing cash and appropriation needed for the Departments operations. This is a very complex function in that the unit must read and interpret the amount of admin each fund source allows for each year of the grant or award.  In some cases funds are given to the Department of Housing and Community Development with no admin funds to administer. In this case the incumbent must find or generate cash to cover.  This position utilizes an understanding of cash based accounting, GAAP accounting, Fund Accounting, auditing and creating, defending and managing a budget.  This position works closely with program staff on the formulation of an annual budget, understanding the program requirements, time management in working on auditor support schedules, time allocation, restating GAAP accounting into government accounting for inclusion into the CAFR (State’s Annual Comprehensive Financial Review), payment processing, subsidized housing payments, and audited financial statements.  This position ensures that Department of Housing and Community Development meets the States Treasurer’s close out schedule and DBM’s budget schedule.  

This position functions under tight deadlines in a complex and technical environment, and is crucial to the financial analysis, accounting, cash awards, revenue generation, and completion of mandated reporting.  It is also critical to the operational stability, continuity in management looked upon favorably by the credit rating agencies, plus portfolio of debt and assets, work force stabilization and succession planning goal of the Department.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university.  

Experience:    Four years of experience examining, analyzing and interpreting accounting systems, records and reports to include three years performing advanced duties in the areas of cost accounting, systems accounting or GAAP accounting.      

Notes:  

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.   

2. Candidates who have met the requirements for admission to the CPA prior to July 1, 1974 will be considered to have met the educational requirement referenced above.  

3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.  

4. Candidate may substitute one year of professional auditing experience for one year of the required general experience.    

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s):

Experience managing budgets, financial asset and debt portfolios

Certified Public Accountants 

Strong analysis and financial accounting experience
