Introduction

The Maryland Department of Planning (Planning) promotes a vision for economic development and local authority throughout Maryland. The agency helps Maryland's counties and municipalities in land use and resource planning and provides review and technical assistance on a variety of planning topics.

As Planning monitors and forecasts changes in development and land use throughout the state, its staff creates tools that help plan Maryland's future. Information on demographic, socio-economic, political, cultural, geographic and land-use trends is collected, analyzed, and distributed in multiple formats. Planning supports interactive, web-based map display of census data, land-use, parcel data and aerial imagery to assist local government growth and land-use planning decisions.

Main Purpose of Job

The Census and Socioeconomic GIS Planner supports the Department in carrying out the core responsibilities as the lead agency in Maryland for the U.S. Census Bureau's State Data Center program and provides geographic analytical products for the long range socioeconomic projections which are a departmental responsibility. The position works with other staff from Planning, other State agencies, local governments, the U.S. Census Bureau, various stakeholders and the public to provide technical support and to prepare accurate data files in preparation for the 2020 Census. The Census and Socioeconomic GIS Planner prepares analysis displaying demographic, socioeconomic and parcel related characteristics for public access on the State Data Center website interactively on a dashboard. One of the core responsibilities of the State Data Center is to assist all data users in obtaining easy access to data as well as to provide products that assist the user in understanding the data.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.

Experience: Three years of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by assisting in obtaining, analyzing and conducting research on demographic, socio-economic, political, cultural, geographic or land-use trends.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in one of the specified educational fields for one year of the required experience.*

2. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in one of the specified educational fields for one additional year of the required experience.*

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in one of the specified educational fields for two years of the required experience.*

*Two years is the maximum number of years that may be substituted by education for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect, Geospatial Intelligence Analyst or Cryptologic classifications; or Logistics, Urban Planning or Architect specialty codes in the Architect field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Three (3) years  of experience in the following:  

Experience with developing data analytical/visualization tools like Tableau, Microsoft Power BI, Microsoft Excel, WordPress, Esri storyboards, web dashboard development and/or web mapping application design. Creating layouts and updating data on websites.  

Experience with statistical software and languages, such as  Access, SQL, Python, Access, Fortran, SAS and/or C++.  

Experience developing and reviewing computer programs and scripts to generate population and school enrollment projections.  

Experience authoring reports and presentations to communicate findings and analysis.
