LOCATION OF POSITION
Main Purpose of Job
POSITION DUTIES
Coordinates maintaining and troubleshooting of election information systems including voting systems, voter registration systems and candidate information systems in accordance with established guidelines and procedures;
Interacts with local government and State Board of Elections information technology staff to discuss and coordinate telecommunications activities, applications support, help desk support and security administration;
Evaluates office procedures and implements automated solutions such as developing databases for the purpose of maintaining and controlling inventories of hardware, software, supplies and equipment;
Determines user needs and designs, organizes and delivers both formal and informal training on election information systems operations, security administration procedures, office automation applications and basic microcomputer operations;
Serves as security administrator for the local election board by determining the appropriate level of access and privileges for systems users and assisting users with passwords and other security procedures;
Monitors contractors to ensure that ballots are prepared in accordance with established election information systems procedures and organizes and coordinates the programming and testing of voting equipment;
Conducts Level One Help Desk troubleshooting for microcomputer hardware and software problems including those encountered at polling sites during Election Day and documents problems and resolutions in reports;
Conducts routine troubleshooting of LAN issues by determining whether computers are correctly identified to the network, whether the physical connections are working, and checking whether internet protocol addresses are correct;
Coordinates the resolution of microcomputer hardware and software problems with contractors and local government and State Election Board information technology staff;
Assists local government or State Election Board information technology staff in the installation of local area networks including coordinating installation of communication lines by vendors, connection of communication lines to routers and testing circuitry;
Provides routine and ad hoc reports to the Director and Deputy Director of the local election board and the State Board of Elections’ Chief Information Officer on election information systems activities;
Represents the local election board on information technology matters by attending meetings at the State Board of Elections;
Works with local government information technology staff to maintain accurate information on local election board websites and to maintain the interface with State Board of Elections website;
May respond to general election inquiries from the public during Election Day;
Performs other related duties.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of experience in computer programming; implementing, troubleshooting or supporting local or wide area networks; installing and troubleshooting personal computers or evaluating, implementing or maintaining microcomputer hardware and software.
Notes:
1. Eighteen (18) credit hours in computer information technology, programming or networking from an accredited college or university may be substituted for up to one year of the required experience.
2. Completion of a certification program in computer programming for personal computers, local or wide area networks or troubleshooting such as Microsoft Certified Professional or an equivalent program may be substituted for one year of the required experience.
3. Additional experience in computer programming; implementing, troubleshooting or supporting local or wide area networks; installing and troubleshooting personal computers or evaluating, implementing or maintaining personal computer hardware and software may be substituted for the required education on a year-for-year basis.
4, Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Information Technology Management classifications or Information Technology Management specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
-Experience working with computer applications including Microsoft office suite.
-Experience being a team leader.
-Experience working in customer service via face to face, correspondence, and telephone.
-Ability to work a flexible schedule. (Including nights and weekends) when necessary.
-Experience with inventory control.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
2. Employees in this classification are required to be registered voters in the State of Maryland in accordance with Election Law Article, Section 2-207(d) of the Annotated Code of Maryland.
