POSITION DUTIES

Join the Comptroller of Maryland and work in Annapolis, the capital city on the Chesapeake Bay. Historic Annapolis is conveniently located between Baltimore and DC. Maryland as a state offers a diverse population that provides fresh perspectives and cultural experiences.

The Office of Human Resources is looking to fill one (1) current vacancy for the Personnel Associate I classification. The incumbent of this position will be working at the paraprofessional level involving the operation, implementation and monitoring of the Maryland State Personnel System within the Office of Human Resources. This position performs a multitude of administrative functions and human resources tasks for the different divisions within the Comptroller of Maryland. The duties of this position primarily support the Employment Services Team, but the position will also entail providing assistance to the Recruitment and Benefits & Compensation Teams on an as-needed basis. The incumbent of this position will report directly to the Human Resources Administrator of the Employment Services Team.

PLEASE NOTE: The incumbent of this position may be required to travel to our Baltimore office at least once a month to assist with conducting new hire orientations.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

NOTE:

  1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience. 

** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html.

DESIRED OR PREFERRED QUALIFICATIONS

  • Desired computer skills; specifically use of Microsoft Office and Workday
  • Excellent oral and written communication skills
  • Excellent interpersonal skills to relate to a wide variety of staff, employees and members of the public

EXAMINATION PROCESS

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
