Introduction

THIS RECRUITMENT IS LIMITED TO CURRENT PERMANENT AND CONTRACTUAL EMPLOYEES OF THE MARYLAND DEPARTMENT OF THE ENVIRONMENT

The Land and Materials Administration, Solid Waste Program, Compliance Division is recruiting for an Environmental Compliance Specialist Supervisor. This is a position specific recruitment for the Maryland Department of the Environment (MDE).  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

This is a field position and will perform job functions within the State of Maryland, primarily in Southern Maryland (Calvert, St. Mary's) and the Eastern Shore (Caroline, Cecil, Dorchester, Harford, Kent, Queen Anne's, Somerset, Wicomico and Worchester). The incumbent will be required to report to the Baltimore headquarters office once a month.

Main Purpose of Job

This is a supervisory level positon.  The incumbent in this position will perform environmental regulatory compliance with the responsibility of overseeing inspections and investigation to ensure the Department’s goals are met for the Solid Waste Program, Compliance Division in the Land and Materials Administration.  This position serves as a Section Head and will assist the Division Chief with the enforcement oversight within the Eastern Shore/Southern Maryland Region.  Responsibilities include supervising lower-level Environmental Compliance Specialists and ensuring compliance with Maryland laws and regulations concerning sewage sludge utilization, solid waste disposal, scrap tire management, natural wood waste recycling, and composting and coal combustion byproducts.  

This is a field position and will perform job functions within the State of Maryland, primarily in Southern Maryland (Calvert, St. Mary's) and the Eastern Shore (Caroline, Cecil, Dorchester, Harford, Kent, Queen Anne's, Somerset, Wicomico and Worchester). The incumbent in this positon will be required to report to the Baltimore headquarters office once a month. The incumbent will be required to drive a State vehicle and must maintain a driving license with no more than 5 points.  If you maintain an out of state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at time of appointment. 

This position involves working conditions that may include: performing work outdoors in inclement conditions, and takes place at landfills, illegal garbage dumps, sludge sites, scrap tire sites, refuse and sludge composting plants, wastewater treatment plants, industrial waste landfills, and other locations which may be considered highly odorous, unsightly, unsanitary or unpleasant.  A significant amount of travel by vehicle, and an extensive amount of walking on rough terrain is required. 

Exposure to hazardous conditions during site visits may occur.  Landfills and other waste disposal sites are usually very busy places with heavy equipment and heavy truck traffic, which can present a danger for the inspector.  In some instances exposure to known or unknown waste materials can pose risk through physical, chemical, bacteriological, or radiological hazards.  Also, natural biological hazards such as soil bacteria, allergens, ticks, rats, mosquitoes, snakes, and dump dogs are likely to be encountered.   Special physical demands involving lifting heavy objects weighing 50 pounds or more such as chemical absorbent, use of bailers, shovels and hand-augers to sample soil or waste; climbing ladders or catwalks at incinerators and wastewater treatment plants; and walking long distance at landfills in all weather conditions.    

Special EPA approved personnel protective training to use specialized equipment such as supplied-air-respirators is required and is provided.  Required training includes a 40-hour EPA and OSHA approved training session, as well as, annual 8 hour refresher training. Basic protective equipment provided includes steel-toed boots, rain-and chemically resistant outer garments, respirators, dust masks, assorted protective gloves, goggles, hard hats, and earplugs.     

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline.

Experience: Four years performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; stormwater management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.

Notes:

1. Candidates may substitute experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; stormwater management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; or oil pollution control on a year-for-year basis for the required education. 

2. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of the above disciplines and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required education.

3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and four years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance may be substituted for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience implementing solid waste regulations;
  • Experience performing inspections at refuse disposal, natural wood waste, sewage sludge, scrap tires, composting and coal combustions facilities;
  • Willing to work in Southern Maryland (Calvert, St. Mary's) and the Eastern Shore (Caroline, Cecil, Dorchester, Harford, Kent, Queen Anne's, Somerset, Wicomico and Worchester).

LIMITATIONS ON SELECTION

This recruitment is limited to current permanent and contractual employees of the Maryland Department of the Environment.  

This position is primarily a field positon that will be required to work in Southern Maryland (Calvert, St. Mary's) and the Eastern Shore (Caroline, Cecil, Dorchester, Harford, Kent, Queen Anne's, Somerset, Wicomico and Worchester). The position will be required to report to the Baltimore headquarters office once a month.   

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies.  MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination.  MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment. ​
