Main Purpose of Job

This position serves a Quality Control Analyst responsible for conducting field audits, investigate, analyze and evaluate cases processed by Family Investment Case Managers and reviewed by Family Investment Supervisors in order to: 1. Report to Family Investment Administration (FIA) leadership at the Local Departments of Social Services; FIA Central leadership, Maryland legislative leadership and Federal officials in the United States Department of Agriculture about the accuracy and timeliness of benefit processing. 2. Identify corrective action(s) needed to prevent future errors. 3. Ensure that the State is in compliance with Federal, State and Local policies and directives in the administration of all Family Investment programs. The QC Analyst requires the ability to work independently, expert knowledge of the Food Supplement Program policy and procedures; expert knowledge of the Temporary Cash Assistance Program policy and excellent written and verbal communications skills. Travel throughout the state and overnight stays are to be expected.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Two years experience in determining eligibility for Food Supplement and Temporary Cash Assistance benefit programs. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience determining eligibility as a Family Investment Specialist.

Experience with and knowledge of all Family Investment programs.

Experience and use of personal computer software such as Word, Excel, Access, PowerPoint, WebEx, etc.

One year experience with mainframe computer Client Automated Resource and Eligibility (CARES), Maryland Health Connection (MHC), Electronic Case Management System (ECMS), FILENET, State Verification Exchange System (SVES), Maryland Medicaid Information System (MMIS), Maryland Automated Benefits System (MABS), Service Access Information Link (SAIL), etc.

Excellent written and oral communication skills.
