The Office of the Public Defender is seeking a social worker (LMSW) to serve as an essential team member on a federal grant to address opioid affected youth in the Baltimore County juvenile justice system. This is a grant-funded positions expected to run through September, 2022.

Main Purpose of Job

The Client Services Specialist/Data Analyst will be a key member of the team working to develop and implement community-based alternatives to detention for justice-involved youth in Baltimore County who are affected by opioid abuse, either due to personal or parental substance misuse. This position is funded by a grant from the Office of Juvenile Justice and Delinquency Prevention's Opioid Affected Youth Initiative (OAYI), and is expected to run through September 2022.

The OAYI project includes an initial planning period followed by full project implementation. During the planning period, the Client Services Specialist/Data Analyst will develop and implement a data collection plan to inform the recommendations being developed by a stakeholder task force. For the services implementation, the Client Services Specialist/Data Analyst will conduct substance abuse screenings and assessments of clients with the Baltimore County Public Defender's juvenile unit to identify eligible youth who are affected by opioid misuse, and then create and implement individualized service plans for participating youth.

Primary Duties and Responsibilities include:  

* Conduct research and compile data for a task force of key stakeholders in Baltimore’s juvenile justice, child welfare, and mental health systems.

* In collaboration with the project team and stakeholder task force, develop and implement a data collection plan. 

*  Conduct screenings, needs assessments, and develop treatment plans for justice involved youth impacted by personal or parental opioid abuse, with special attention toward children who are dually involved in the child welfare system or at risk of dual involvement.

*Collaborate with attorneys on coordinating treatment and juvenile case Conduct project data collection and analysis.

* Assist with reporting obligations.

MINIMUM QUALIFICATIONS

Education: Determined by the State Board of Social Work Examiners under the licensing requirements for Social Workers.

Experience: None

Note:  Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology or Welfare fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Currently licensed as an LMSW.

Background and experience in juvenile justice and/or substance abuse.

Experience conducting screening interviews and assessments, and developing treatment plans.

Strong written and verbal communication skills.

Detail-oriented and able to meet internal and external deadlines.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees are required to be licensed as a Graduate Social Worker (on or by June 30, 2018), Master Social Worker (on or after July 1,2018, Certified Social Worker or Certified Social Worker-Clinical by the State Board of Social Work Examiners prior to appointment to a position in State service. Applicants who do not have a license may also apply pending receipt of the required license. When the license is obtained, submit a copy to the hiring department.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees are required to meet mandatory standards for continuing education as determined by the hiring department. Employees who fail to obtain the required continuing education credits shall be subject to disciplinary action including demotion, suspension and dismissal.

2.Employees of the Department of Juvenile Services must complete an approved training program in group counseling techniques.

3. Employees of the Department of Juvenile Services may be required to complete the Level I Counseling course certified by the Maryland AIDS Professional Education Center.

4. Employees of the Department of Juvenile Services are required to qualify for and successfully complete the Entry Level Training Academy operated by the Police and Correctional Training Commissions.
