Main Purpose of Job
POSITION DUTIES
Primary Duties
Printing financial or budgetary reports from the State Budget Analysis Reporting System (BARS) and Financial Management Information System (FMIS). Gathers, analyzes and complies confidential and complex financial data as requested by the Chief Financial Officer, Deputy Chief Financial Officer, Director of Budget, Director of Payroll and Director of Accounting. This may include summary and analysis of budgetary and/or historical accounting data for specific categories of expenditures or for certain agencies/institution within the Department.
Coordinates the preparation of budget amendments between units within DPSCS, external State agencies, and final submission to DBM. Prepares appropriate confidential correspondence for the signature of the Chief Financial Officer, as well as, coordinates the tracking and follow up of signed budget reports and grant documents.
Maintain a working knowledge of budget and management financial policies. Coordinates the dissemination of information and/ or instructions from the Towson Budget Office to the front line agency fiscal officers, and/ or collecting budget/financial information from agency fiscal Officers for Towson Budget and Chief Financial Officer.
Maintain the Division of Financial Services position database and unit organizational charts.
Coordinates the preparation of DA-22 (Contractual Employee) and DA-24 (Private Lease Space).
Serves as the Custodian of Records for the Division of Financial Services. Implements polices and procedures related to the Maryland Public Information Act and the code of Code of Maryland Regulation (COMMAR) to process Public Information Act (PIA) requests. Receives, Reviews and tracks request, investigates and gathers financial information. Directly inputs and updates request as part of the Department's PIA electronic tracking system. Prepares and coordinates official correspondence, related to PIA inquiries.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degree from an accredited four-year college or university.
Experience: Three years experience in administrative or professional work.
Notes:
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Experience with tracking Public Information Acts documents or request.
Experience with Workday.
Experience with Workday Clock Plus Reports.
