LOCATION OF POSITION

This position is located in the Fiscal Services Division for the MD Department of General Services, at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

The main purpose of this position is to manage the day-to-day operations of the Payroll Unit within the Department of General Services and ensure that employees’ timesheets are processed accurately and timely. This position will Implement, develop and administer policies of procedures for the unit, also oversee the daily cash receipts function which includes the posting of deposits into FMIS and the processing of checks into the online banking system.

POSITION DUTIES

Duties for this position include but are not limited to:
•Supervise the Payroll staff to ensure that the proper State policies are properly interpreted and adhered to as stated in COMAR as well as agencies policies.
•Oversee and evaluate the work of timekeeping/payroll and processors in order to ensure accuracy of leave balances and pay of DGS employees.
•Implement, develop and administer procedures for the unit based upon Central Payroll/DBM prerequisites, which sets the standards for DGS policies.
•Serve as the subject matter expert for procedures such as proper reporting and posting of all payroll adjustments, including but not limited to accident leave, reclassifications, overtime, acting capacities, furloughs, deductions, leave payments, withholding, etc.
•Make direct contact with DBM and Central Payroll Bureau in reference to payroll corrections, miscalculations in the system and to make proper adjustments to employees’ salaries.
•Direct the operation of the MD Time, LAS System, and SPS Workday System assuring efficient auditing of over 650 employees.
•Supervise and monitor payroll staff performing projects for the automated timekeeping system, including the review of the timekeeping programs for accuracy and compliance to existing DGS, COMAR, OPSB, Collective Bargaining Agreements, Policies and Regulations governing positive timekeeping practices.
•Evaluate and audit Payroll Summary reports for accuracy and possible system miscalculations.
•Report miscalculations and inconsistencies to CPB and DBM for correction. Make the appropriate request to stop payments and pay recoveries for payments not received or processed incorrectly.
•Prepare adjustment to employee’s schedules, and calculate final leave payouts, view gross payroll results, determine if retroactive payments are correct.
•Interact with other State agencies in reference to payments due to employees transferring to and from DGS.
•Implement new policies and regulations based upon the current configurations of the SPS WORKDAY SYSTEM to include but not limited to the formulation of reports to ensure the efficient process of payroll as necessary and as directed by Director and the Deputy Director of Finance.
•Attain contact with DBM in regards to system miscalculations and for support or unresolved issues with the SPS WORKDAY SYSTEM.
•Run reports to determine time tracking timesheet approvals and time entry in the SPS WORKDAY SYSTEM based upon CPB reports. Determine if Agency inputs are necessary and submit to DBM.
•Effectively resolve the questions of supervisors and employees concerning leave balances, payroll calculations, and how to use the SPS WORKDAY SYSTEM.
•Set goals and deadlines and oversee the workflow of the Payroll Unit, as well as assure there is a consistent coverage of staff in the office at all times to be available for DGS employees.
•Approve and submit timesheets in the absence of employees and managers.
•Initiate the creation of new forms to accommodate the system and for system adjustments.
•Oversee the daily cash receipt function which includes preparing and posting deposits in the FMIS, RSTARS Systems and remotely transmitting to Bank of America for all cash & check payments received through DGS.
•Revise and maintain the DGS Payroll Policy and Procedures Manual to assure the assistance/training of Managers/Supervisors and Employees on how to properly use the SPS WORKDAY SYSTEM as a subject matter expert.
•Train Payroll staff on the SPS WORKDAY SYSTEM to enable them to be able to perform their everyday work duties.
•Assist Accounting professionals in the budget preparation by providing any required information needed for budget submission.
•Develop responses to legislative and private auditors’ reports on the payroll unit.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

1. Three (3) years of working payroll experience is preferred.
2.. At least one year of supervisory experience.
3. Ability to operate under time pressure and meet tight deadlines strongly preferred.
4. Experience utilizing SPS Workday and accounting practices and principles for payroll with a state of Maryland agency strongly preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring authority to select employees for interviews. Eligible lists may be used to fill future vacancies of the same classification.
You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority. If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process. Permanent State employees may also complete necessary experience requirements within six months of the date of an examination. Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week. You must include on your application the time spent on such activity.
