This is a contractual position with limited State of Maryland benefits.
This position is for 3 vacancies within the Contract Administration unit.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.
The main purpose of the position is to ensure that the Contract Administration (CA) unit meets all HUD requirements under the Annual Contributions Contract (ACC) related to administration of Housing Assistance Payments (HAP) contracts for identified Section 8-assisted properties. As a Contract Management Officer, this position is responsible for all HAP contract management activities related to the position's portfolio properties. Responsibilities include but are not limited to processing contract renewals, rent increases and opt outs, processing Section 8 vouchers, maintain up-to-date knowledge on HUD Section 8 Rental Subsidy Program and the regulations governing the program as set forth in HUD handbook 4350.3. Enforce compliance requirements by conducting on site and desk audits of property occupancy information, handling tenant complaints and follow up, notifying proper regulatory agencies of non-compliance, and/or directing a corrective action plan resolution. Assist in other duties as needed.
Education: Possession of a Bachelor's degree from an accredited four-year college or university.
Experience: Three years experience in administrative or professional work.
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Exceptional candidates should exhibit at least one year of experience in one or more of the following areas:
- Asset Management
- Knowledge of Section 8 Rules and Regulations
- Property Management
- Rental Assistance Programs
- Governmental Housing
- Community Development
- Department of Housing and Urban Development (HUD) secure systems or voucher data systems

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
You have five medical plans from which to choose. In general, all options under each type of plan and carrier cover the same services. However, the participating provider networks for the plans are different.
You can also elect to enroll in dental coverage. You have an option of two plans.
Prescription Drug Coverage
You can also choose to elect for prescription drug coverage through CVS Caremark.
Additionally you can elect to enroll in accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Another great benefit offered to contractual employees outside of our flexible schedules is paid leave. Leave may be granted to contractual employee who have worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
