Main Purpose of Job

The Provider Outreach Coordinator within the Office of Provider Engagement and Regulation (OPER)'s  Office of the Prescription Drug Monitoring Program (PDMP) serves as a full performance health policy analyst to address the Office of PDMP goals and broader OPER initiatives. The Office of the PDMP is a core component of the State's strategy to address opioid and other prescription drug related morbidity and mortality, and drug diversion. OPER plans, implements, and evaluates evidence-based public health prevention activities that aim to improve the use of controlled dangerous substances and the quality of associated patient care. In this role, the Provider Outreach Coordinator evaluates, analyzes, researches, and develops policies, programs, services, and new initiatives that are operated primarily at the state level and are statewide in scope and impact primary duties including program development and management in alignment with best and emerging practices to improve CDS prescribing and care of patients at risk of opioid use disorder or overdose; conducting research and analysis of factors affecting the use of specific health services and the quality of care delivered; preparing reports summarizing the results of health care research; assisting in the design of surveys and other research methodologies for program evaluation; analyzing and developing recommendations regarding activities governed by heath policy and regulation; providing technical assistance and expertise to partners in healthcare provider outreach and education initiative deployment, enhancement, and evaluation. Major programs whose operations or data custody are subject to the Provider Outreach Coordinator's evaluation, research, and development include the Prescription Drug Monitoring Program (PDMP); data analyses using PDMP, fatal overdose data from the Office of Chief Medical Examiner (OCME), non-fatal overdose event data from Health Services Cost Review Commission (HSCRC), and other relevant datasets.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

NOTES:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

  • general knowledge and/or experience with public health, specific to overdose prevention, opioid prescribing, or interventions targeting health care providers;
  • project management experience (i.e., developing project timelines and plans, creating and maintaining project metrics tracking mechanisms);
  • program evaluation and reporting experience (i.e., evaluating efficiency of operations, developing, revising and recommending new policies, creating and maintaining program SOP's);
  • organizing, implementing and administering health care provider communication;
  • experience working in or with local health departments.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
