Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Chesapeake and Coastal Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

LOCATION OF POSITION

Annapolis, MD (Anne Arundel County)

Main Purpose of Job

This position will lead work advancing community and habitat resilience and waterway access goals. Work will focus on a variety of coastal planning issues such as integrating beneficial use into restoration and natural infrastructure projects and partnering with communities to address recreational waterway access, advance climate adaptation progress, and implement restoration projects to improve water quality conditions. This position will work with a multi-disciplinary team to pair field-based project needs with community resilience, access and habitat goals.

Candidates will work with coastal planners, waterway access dredging staff and restoration specialists to focus on how beneficial use can support coastal community and ecosystem resilience and also reflect habitat restoration goals. This position will serve as a technical expert for local partners to understand short- and long-term dredging needs and nature-based resilience project priorities. The position will be responsible for establishing federal, state and local partnerships; conducting field visits and/or surveys to help identify project opportunities; advancing the practice of using beneficial use for habitat and climate goals; and, identifying related beneficial use, community and habitat climate adaptation strategies. The planner will support (1) the state's Coastal Zone Management Program efforts related to coastal adaptation and, (2) the Waterway Improvement Program's work related to local dredging needs.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Five years of experience in natural resources planning or applied environmental science.

Notes:

1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological, environmental sciences and one year of experience in natural resource planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences maybe substituted for up to three years of the required experience.

3. Possession of a Doctorate Degree from an accredited college or university in natural resources planning, management, administration, development, environmental urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences maybe substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the  general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have knowledge and experience with:
• Technical knowledge of habitat restoration and dredging
• Climate resilience issues
• Coastal and/or ocean planning
