LOCATION OF POSITION
Main Purpose of Job
Incumbent provides general administration of economic development grant programs; perform technical and operational work, overseeing annual grants to approximately 100 businesses and organizations totaling approximately $2 million. Duties includes: tracking, monitoring, and reporting on programmatic and fiscal activities associated with grant agreements; interpreting and documenting grant activities; drafting agreements; budget reconciliation of grant invoices; conducting grant close outs; participating in the negotiation and acquisition of new grants; serving as point of contact with the public, organizations; maintaining program information, guidelines, and the overall grants management systems. Individual will prepare and ensure timely and accurate submission of reports; compile statistical and budgetary data; coordinate the preparation of grant packages; review, analyze, and initiate the grant payment process; train departmental and external recipients and provide technical assistance to grantees on grant awards, regulations, laws, requirements, and reporting procedures; and prepare correspondence and forms. It is important to maintain collaborative and effective relationships with agency, program staff, grantees, and state and federal staff.
The selected employee will be well organized; possess excellent interpersonal, written, and oral communication skills; ability to effectively present information, explain policy, respond to internal and external inquiries; work independently; and handle multiple, concurrent and high priority projects; possess an aptitude for detailed work.
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.
1. Additional graduate level education at an accredited college or university in accounting, business administration, economics, finance, political science, or public administration may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.
2. Additional experience as defined above on a year-for-year basis may be substituted for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classification or Financial Management specialty codes in the budgeting field of work on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS

Experience in grant management
Working knowledge of grant evaluation and monitoring.
Experience monitoring expenditures and approving invoices.
Skill in applying State and Federal laws, policies, and regulations.
Skill in analyzing and interpreting grant announcement/award requirements.
Proficiency with Microsoft Office Suite, Google Mail and/or other relevant programs.
